You do have to inflate him ... so make sure you take someone with a lot of puff with you ... but when they've finished ... you'll have a lovely big Plesiosaur which you can paddle around the pool OR better still, hold on tightly to the handles and get someone to tow you around all day (which is a lot of fun unless YOU'RE the person doing the towing!)
